Soap-free, by formulation rather than by claim
Look at what does the cleansing: Sodium Cocoyl Glycinate, Sodium Lauroyl Glutamate. Amino-acid and glucoside surfactants — no saponified fatty acids and no sulfates in the list.
No saponified fatty acids and no sulfates, so it rinses without the tight, squeaky finish those leave behind.

How the formula works together
Two groups of ingredients are doing the work here. Humectants — Sodium Hyaluronate, Hydrolyzed Hyaluronic Acid and Hyaluronic Acid among others — draw water into the surface. Panthenol works on the look of redness.
Humectants and calming ingredients cover each other. Skin that has lost water looks redder and more textured than it is, so putting water back is half of how a formula settles the look of a difficult day.
